Subsidy of 25% of the loan

A subsidy of 25% of the loan value, capped at ₹50,000. The subsidy is released only after both the skill training and the entrepreneurship development training are completed, in proportion to the loan availed in each tranche.

Up to ₹3 lakh

Collateral-free enterprise development loan

Loan assistance of up to ₹3 lakh, which may be disbursed in up to two tranches at the lending bank's decision. No collateral is insisted on. The loan is repaid in monthly instalments over 60 months.

Concessional interest and interest subvention

Loans from TAICO Bank under the Kalaignar Credit Assistance Scheme carry 7% interest, with a 2% interest subvention, making the net rate 5%. For loans from other banks, the Government of Tamil Nadu pays an interest subvention of up to 5%. The subvention is paid to the beneficiary quarterly.

Skill and entrepreneurship development training

Trade-specific skill training and entrepreneurship development training, anchored by the Tamil Nadu Skill Development Corporation. For carpentry, masonry, glassworks, painting, blacksmithy and stucco works, skill training is imparted by the Tamil Nadu Construction Workers Welfare Board. The duration and modules are trade-specific and are issued separately.

Marketing support

The MSME Department facilitates access to marketing support: quality, branding and promotion; onboarding onto e-commerce platforms; linkage with exporters and traders; and participation in trade fairs and exhibitions.

Eligibility

These are general scheme eligibility conditions. They do not confirm whether you personally qualify.

General eligibility

  • The applicant must be an artisan or craftsperson in one of the 25 trades identified under the scheme. [1]
  • The minimum age is 35 years. An applicant aged 35 qualifies. [1]
  • At least 5 years of prior relevant experience in the chosen trade. [2][1]
  • New enterprises and new, diversified activities are covered. Existing artisans may modernise or upgrade their existing activity where supported by the guideline, but expansion of an already established enterprise is not covered. [1]
  • The applicant should not have availed subsidy of more than ₹1.5 lakh under Government of Tamil Nadu schemes for self-employment or business expansion in the last 5 years. Beneficiaries of NEEDS, UYEGP, AABCS and CM-ARISE are exempted from this if they have repaid their loans. [1]
  • There is no income ceiling. [1]
  • Only one member per family can benefit. Family means the applicant's spouse and unmarried children. [1]

    Online application through the KKT portal

    The application process is completely online. There are no fees or charges for applying.

    Verification by the district Task Force Committee

    A Task Force Committee chaired by the General Manager, District Industries Centre, verifies the applicant's age, the self-declaration of experience where no document is available, and the project particulars. No proof document for experience is insisted on at this stage. Approved applications are forwarded to banks.

    Loan sanction by the bank

    The bank considers the forwarded application for sanction of the loan.

    Skill and entrepreneurship development training

    After the bank's sanction, trade-specific skill training and entrepreneurship development training are provided through empanelled partners.

    Loan disbursal

    The first loan tranche is disbursed after the skill training is completed. The certificate from the training institute validates the experience stated in the self-declaration.

    The subsidy is released after both the skill training and the entrepreneurship development training are completed, in proportion to the loan availed in each tranche.

    Quarterly interest subvention claims

    After each quarter, the beneficiary sends the interest subvention claim to the General Manager, District Industries Centre (in Chennai, the Regional Joint Director of Industries and Commerce). Subvention is not paid for any period of default in repayment and is withdrawn if the loan becomes a Non-Performing Asset.

  • The 25 covered trades are: carpentry; metal works (including blacksmithy, armouring and tool works); masonry; painting; glassworks; stucco works (sudhai velai); boat making; lock making; sculpting/stone carving; pottery (including terracotta works); basket, mat, broom making and rope weaving; doll/toy making; garland making; fishnet making; tailoring; jewel making; hair designing and grooming; washing, ironing and laundry; leather handicrafts and footwear making; traditional musical instrument making; weaving and embroidery; traditional textile printing; beadworks; bamboo, cane, jute and palm leaf works; tribal natural harvests and artisanal products.   • Project cost includes capital expenditure and margin money for working capital. Capital expenditure covers the cost of a leased or rented building and advanced tools relevant to the trade only. [1]
  • Loans can be availed from scheduled commercial banks, regional rural banks, small finance banks, NBFCs and cooperative banks, including the Tamil Nadu Industrial Cooperative Bank (TAICO Bank). [1]
  • Loans sanctioned by banks under the scheme get credit guarantee cover of up to 90% under the Tamil Nadu Credit Guarantee Scheme, without any annual guarantee fee. [1]
  • Applicants not registered with any Welfare Board of the State furnish a self-declaration of experience, and will subsequently have to be registered under the respective Welfare Board. [1]
